You're assuming that all 600,000 repeaters would be in use at the same time.
If all the existing hams tried to use simplex channels simultaneously, you would
have problems, too.  We share frequencies all the time.  I see nothing wrong with
every ham putting up his own repeater.  Just ensure that it only gets activated
when an operator intends to activate it (via CTCSS tones or somesuch.)  Then it
would be up to the *users* of the repeaters to cooperate to avoid interference.

I don't see anything in part 97 about a pre-existing repeater having any
special priviledges over a new one.  A non-coordinated repeater will have
primary (not total) responsability for eliminating interference with a
coordinated one, but other than that, one station does not have priority
over another.  (And if you can get your new repeater coordinated as well...)
All hams have the responsability to avoid interference with each other through
cooperation.  It's not a one sided deal.

Folks,

    I live in California and passed my tech no code on August 8th.  My license
was granted on September 9th.  One month and a day!  I have yet to receive
it in the mail however, I expect within the next week.  The FCC really
looks like (for the lack of a better phrase) they have gotten their shit
together.  Hats off to the expedient fashion they have granted my license.

Subject: Newbie Looking For Handheld/Base

As someone who is seriously thinking of going for his no-code license to
start, I've been looking at different rigs. I live in an apartment and
can't really put up a 20ft antenna in our yard. I'd be best off getting a
mobile-type unit that I can use in the house, with some simple "inside"
antenna. Or, maybe a handheld like the Kenwood TH-79...

My questions are, what is the best thing to get for my purposes? And, how
far can I communicate with something like the TH-79? I'd like to be able
to talk to people a little farther than the pool at our complex :)

Another question...is it possible for me to pick my own call-letters? My
father used to be a HAM (he's been gone for some years) and I would love
to take up his old call-letters...sort of as a tribute.

I have a proposal for helping get NewsLine out to the various groups and
nets.

My proposal is simple: Take the NewsLine audio, digitize it into a
computer (e.g., SoundBlaster), compress the file, and make it available
on the Internet via anonymous FTP site.

A 15-minute recording at 7,000 samples/second (telephone quality) would be
roughly 6.3MB in size. This would probably compress to under 5MB which
would be a relatively small file for someone directly on the Internet. To
download 5MB at 14.4Kbps would take about an hour

My question is simple: If I were to undertake such a project, would it be
of service to anyone? I know that our weekly net has to pay to call
long-distance to retrieve Newsline via landline.

On Monday September 12, the town board of Lewiston, N.Y., a small town
north of Niagara Falls, passed a tower limitation law stating that
any attatched, or freestanding tower erected may not exceed 35 feet in
height and is limited to one tower per acre. But hams are given the
priveledge of having two towers every 20,000 square feet. Several hams
including Jim Laughlan N2ETE (yours truly), Brandy Scrufari WB2DNQ,
Don Burrows KO2J Communications officer for the Niagara County R.A.C.E.S.
attended the public hearing and stated to the board the existance of
FCC document PRB-1 which gives amateur radio stations a complete and
total exemption from any tower law. They also stated that the ruling
has been successfully defended in both state and federal courts. The
response from Councilman Michael Curtis was "ask us for an amendment,
don't sue us". Town attroney Edward Jeand that PRB-1 needed to be looked at closer to see if he could recommend
the amendment. The board also stated that there was no intention to
restrict hams at all and there needed to be a law on the books to protect
the town after a recent 3 year battle with a local radio station WTOR
which at first proposed to the town to place 3 AM radio towers along
Langdon Road in the Town of Lewiston. There was a long battle only to
have it settled in N.Y.S. Supreme Court in favor of the radio station,
which plans to run 5000 watts directed into Canada after the Canadian
D.O.C. denied him a license. As of this time, Attorney for the town
Edward Jesella is reviewing PRB-1 to see if any changes could be necessary.

Contrary to yesterday's bulletin regarding packet ops, the SAREX team and the
STS-64 Astronauts have been given the go ahead to activate the packet system.
SAREX packet is expected to be active from now until SAREX stow (unless the
crew is using the SAREX gear for general voice QSOs).  Those wishing to work
the Discovery astronauts in packet mode are encouraged to listen to the
downlink frequency, 145.55 MHz, FIRST before transmitting.  Ground based
radio amateurs need to transmit on the packet uplink frequency 144.49 MHz
to have their packet signals heard on the Shuttle.  The SAREX packet callsign
is W5RRR-1.

sign, and initial next to that box.  Presumably to make sure
that no one ever loses a treasured call without asking for

1    Do I still need to worry about NiCad memory with this charger
    or does it take care of it?

2    Is there any reason that I can't add some leads and quick

    cells)?

Congratulations on restoring your BP-84.  It will probably give you
quite a bit more service, but like most things, there's a down side.
Once a battery (actually, probably just 1 or 2 cells in the pack) has
required this treatment, it's more likely to need it in the future.
Expect the self-discharge rate to be higher.

Also after you do this to a pack, charge it at a slow rate at least for
the 1st charge.  The reason is you have probably been trying to charge
the pack and most of the cells are fully charged already.  If you try
to fast charge the pack the already-charged cells will be seriously
overcharged and may be damaged or the charger may get confused and
refuse to charge.  If it switches to a trickle rate, that's OK but I
don't know if all chargers do that.  Charging even a fully-charged cell
at the 14-16 hr rate while the rejuvenated cell(s) come up to charge
shouldn't hurt.
